Meteogram viewer

1. Use lasso tool to select meteogram points
2. Meteograms sorted from west to east by default, but can toggle to north to south
3. Defaults to most recent model run (shown in bold)
4. Hovering over points on map will scroll to meteogram
5. Multi-polygons not supported
6. Change selected meteograms by deleting polygon (trash button). This requires finishing polygon by clicking on map, selecting the finished polygon, then the trash button.
